The Board met during an open meeting on Tuesday evening. We want to start off by thanking all residents who took time to submit questions ahead of time and/or attend the meeting. We had a far above average attendance and your input is valuable in shaping the way we move forward. One resident specifically gave us a new idea none of us had considered concerning plumbing leaks at the pool pavilion. This synergy thinking should lead to a better solution for all.

To begin, our new community manager, Adam from Crest, introduced himself. The Board is pleased with his initial effort to get up to speed quickly and look forward to working with him. He can be reached directly by email, adamb@crest-management.com.

The main topic of interest was the proposed MUD water reuse plan. BGE, the engineering firm for the MUD, gave a short presentation to discuss what would be done and how. Followed by time for additional questions from residents and the Board. When the presenters left the call, we had additional time for residents to voice concerns before we took a poll of all attendees to gauge neighborhood interest. While we understand a couple people have concerns, not a single resident raised their hand opposed to the proposal. A motion was passed to move forward with the proposal and the agreement will be reviewed by our attorneys when it is received. Attached to this email is a list of Q&As, and diagrams shown by BGE during the call.

A bylaw amendment was passed modifying Article II, Section J regarding required quorum at the annual meeting of all residents. The bylaws still initially require 10% (total of 67) of homeowners present to hold the annual meeting. This has never been met. Previously we would adjourn and reconvene after a set time with a 5% requirement. This amendment allows us to adjourn and immediately reconvene with one half the previously required amount. This can be done as many times as necessary. 5%, 2.5%, 1.25%, etc. At the most recent meeting we barely got 5% by 1-2 households. If we would have been required to cancel the meeting and reconvene later, we would have had the additional expenses of mailing out a notification to all homeowners. This was recommended by management and are advised this a very common amendment for associations. This ensures we are able to hold the annual meeting with residents present, no longer waste anyone’s time waiting, and will never have additional expenses for a second notification. We continue to encourage all to attend in late January and stayed informed in neighborhood updates.

Pergola replacement at the pool pavilion was discussed. Initial construction of the columns allowed water to seep into the stones without any way to escape. Over time this has led to rotting and settling of at least two columns. The options for repair and replacement were presented along with additional concerns for the other 14 columns. It was decided to replace both pergolas with shade structures. We anticipate the work to be completed this fall.

Upcoming maintenance tasks were discussed to inform all residents of ongoing projects.

  • These include repairing a leak with the outdoor shower and potentially relocating it. The valve is behind a stone masonry wall that has clearly been accessed previously since construction. To avoid repeatedly paying to access this location in the future, consideration will be given to relocating the shower.
  • There is a potential leak inside the pavilion affecting the stalls in both bathrooms. Per a resident suggestion, we will try to get permitting plans from the county to assist in identifying possible leak locations since it is coming from behind a wall.
  • Ventilation work is needed in the attic to reattach both bathroom vent hoses as they have become lose, as well as replace the ceiling vent for the pump room that does not work.
  • We have added fans in the pump room to reduce corrosion from chemicals stored in there but a more robust solution is needed to provide better airflow.
  • Tiles and coping stones have fallen off again this year that will need to be reattached.
  • Several pool lights are out that will need to be replaced or rewired. Recommendations for this and the two previous issues will be taken from pool industry experts.

Pool fencing repairs on the side adjacent to the dog park were made after code violations were cited by the county inspector and subsequently reported by an anonymous complaint with clear understanding that targeted us. Regardless, on both occasions prior to July 4th and just before the start of school, Board volunteers made immediate temporary fixes until the contractor could do the permanent work. This prevented the pool from ever being shut down, unlike one of our neighbors.

Two bids were presented and discussed with input from our manager. A motion was passed to allocate funds for an audit of the 2025 books and switch accounting firms that will do taxes for 2026.

The last order of business was a motion to require SAYOR (swim at your own risk) access for all residents starting in 2027. With the lifeguards gone for the current season, this will not affect any residents until next May when school is out. The primary reason is to protect the Association during normal lifeguard hours when they either do not show up or have to close the pool and leave for weather. This will prevent confusion on why pool cards do not work during morning hours in the summer, on Mondays, and the shoulder season when it is still hot but lifeguards are not present. The current Board is positioning ourselves for a future Board that will not have to be as involved on a day-to-day basis. Currently one of us with knowledge of the access system must go in and manually update access if lifeguards are not present. Management cannot be relied upon to make this change immediately and then revert back as it could up to a day or more over the weekend before emails are answered. Moving forward, access will be the same 365 days a year. We understand this is a big change. After explanation, the decision was supported by residents in attendance, and the motion passed. For those with SAYOR currently, nothing will change or needs to be filled out. You will continue to have access all year and next year. For those with pool access only when lifeguards are present, we will discuss how to implement the change with Crest and send out an additional communication in the near future.
